network unlock code blocked

My samsung note 9 is network locked. I have got my network unlock code from at&t. but someone put incorrect  code many times then blocked and askes "enter mck network unlock code blocked. too many incorrect attempts."

Is this a phone you recently purchased? 

If so, was it sold as "unlocked"? Or did they at least indicate it was otherwise locked?

It's asking for the master code key. Unfortunately, only Samsung has that. Not AT&T.

Also, unfortunately, Samsung won't give it to you.  Even if you were the original purchaser, Samsung stays out of those situations by asking the customer to go back to the carrier.

If you did buy it from a third party, my advice is to contact them, tell them you'll return it and ask for your money back. If they won't take the return for a refund, then just throw the thing away.

Unless you plan to actually use it on AT&T. If not, it's useless and may as well be in the trash.

AT&T won't help either if you weren't the original owner of the phone.
