Homebase information light is blinking green, cannot connect to Internet

On my ATT Homebase, I think made by ZTE, the information light is blinking green, cannot connect to Internet anymore.  The instructions say I need to connect to this device, but I cannot connect to it to see the messages they want me to see.

 

"To access the AT&T Home Base Manager, first connect to your AT&T Home Base.
In your browser address feld, enter http://att.homebase and log in using
“attadmin” (Note: You can customize the login that is used to access the
AT&T Home Base Manager by going to Settings > Advanced > Administrator)."

With the Ethernet cable plugged in and going to

http://www.att.homebase

on the home screen, there is a button to "Turn internet on," but when pushing it, it does nothing.

 

With the ethernet cable plugged in, looking in the available connections, it says, "No internet" for the Ethernet connection and "No internet, secured" for the wireless connection

 

Power, signal, wifi lights are all solid green on the Homebase device.

 

I CAN connect through this same computer using a wifi connection of a friend, so I know my computer is able to get wifi.  The issue is with the Homebase device.

How to know if the Internet service is turned off from ATT, such as a tower down, or if bill wasn't paid, or service turned off with service deactivated?
