The flag means there is an existing ATT buried line in the ground...
Does not verify what type of line, copper or fiber. Or the intent of the line, to a cell tower, business, government office, school, library, residential, etc.
The flag means for whoever requested a locate as gas, power, water, cable company, telco, someone wanting to plant a tree or install a fence to be careful.as there is a known line buried.
IF this was a future path being purposed the flag would be white.
