How to obtain dedicated upstream bandwidth for a particular device connected to Arris NVG 589

I want to live stream using OBS Studio [x64] and a BMD Web Presenter encoder via the plan I use with this equipment. The Upstream Sync Rate and Max. Attainable rates shown by Broadband Status are adequate, **if** I wasn't sharing the router with a dozen or so people at a time, who mainly use it to download. What software do I need to use in coordination with changing some admin. settings on the router, to guarantee my device a particular combination of upstream and downstream bandwidth, regardless of how many others are trying to use the WiFi? I am using a 100BaseT connection to the router, but still get frequently bounced, with connect rates that aren't usable for my application.
