Unlock Refurbished Phone

I recently bought a refurbished iphone SE 2020 edition off of the internet. It seems to be locked to att. When I submitted a request to unlock so I can use my own sim, the request bounced back and told me that IMEI for my phone was still unpaid. However, since I have just received my phone I cannot sign into an account to even attempt to pay off that balance to unlock the phone. How can I still get my phone unlocked?

You have to wait until the bill has been completely cleared. 

In this case, you need to contact the original owner of the device, or if you've purchased it online through eBay or Amazon then you need to contact them for unlock.

You can’t find out who owes what on the phone, so you can’t pay it off yourself.  Just have to hope that it gets paid off.  Or talk to the seller to get it unlocked.  Was it sold as an unlocked or unlock able phone.

My advice is return the phone. Refurbished parts may come up as locked, it may never be paid off. And AT&T isn't going to override it.
