My phone is locked by att network

My phone is locked on the att network and I am outside the United States

I need to unlock my iPhone
The report shows that it is not in the database

You may well be out of luck.  If the IMEI isn’t in the database, and the phone wasn’t used or registered on AT&T.  All you could do is contact them and try to request they manually research the IMEI, but if you’re not a customer, they probably won’t do it.  If you bought the phone from a third party, get them to unlock it or get your money back.

If I can’t contact the third-party seller, my phone will never be unlocked.

To answer your question, the original account holder needs to place the unlock request, 

 

You will need to submit your request using our Device Unlock Portal (https://www.att.com/deviceunlock/), and your device must meet our Eligibility Requirements (https://www.att.com/support/article/wireless/KM1262649). 

 

Make sure your device:

  • Is an AT&T phone or device and isn’t active on another AT&T account.
  • Hasn’t been reported as lost, stolen, or involved with fraud.
  • Is an AT&T PREPAIDSM phone that has had paid service for at least six months.

If you bought from a 3rd party, they should unlock it for you.

If they won't or can't, you may have been scammed.  

Did you buy from a website that guarantees your purchase be as advertised? Did you purchase with PayPal?

@formerlyknownas OMG I think I got scammed I was told by people here in Singapore that I could buy this phone I didn't know that was the case so what should I do now I'm still a student@

What website did you purchase the phone through, eBay? 

eBay guarantees that your phone be as advertised.   If it was advertised it's AT&T locked, then it was. And you will have to go through the return process. 

If it was advertised as unlocked, then you were lied to in the advertisement and you should dispute the sale

The only way AT&T will unlock it for you is through the official unlock portal.  The link has been provided  (again)

https://www.att.com/deviceunlock/

If the portal denies unlocking then return the phone and get your money back 

As a non-customer, they will not talk to you. The only valid proof of payment is between AT&T and a customer of AT&T. Or an authorized retailer of AT&T goods and services. Which you do not have. Your proof of purchase means nothing to them
