Subscriber is not in service

I have a  friend I'm calling to and  since a week  there some issues going on.  Every time I make the call I just get this message "subscriber is not in service  and a  number error  code. Maybe changed to another  phone number and this line is dead now? Why sms get delivered though?

SMS messages are probably not getting delivered either. You just don't get any error messages for undelivered texts.

So there's a big chance that this number has been disconnected. I got the same trouble when calling since more than week ago. When will stop saying the same automatic message?
