Probably because AT&T has no competition in your area so they are free to give you the least amount of service to maximize their profit. Contact the FCC and file a formal complaint. Until enough people complain, nothing will get done and AT&T as well as all the other internet providers who lack competition will continue to bilk the consumer.

The problem is that the American taxpayer DID pay them to expand and upgrade their equipment, to the tune of $200 Billion, and we have very little to show for it other than outdated service. Their solution is to let DSL decay completely and replace it with the expensive and extremely profitable wireless service to rural customers. And it would definitely not bankrupt them...

Honestly, AT&T doesn't care at all about their customers. The only way you will get this industry to change is to complain to your local representative and the FCC. Until something changes from the top down, AT&T will only look after their shareholders and the bottom dollar so they will continue to charge for ridiculously outdated data caps and invest in as little as poss...

The reason why is that they want to eliminate DSL completely. You're absolutely right. Data caps in this day and age do suck, and especially ones that are as low as the DSL cap. Also, the DSL data cap is AT&Ts way of trying to force you to move to UVerse, even though it doesn't matter if it's available in your area or not. They absolutely cannot justify the cap. This is not true. I live in an area that is (was) primarily serviced by AT&T DSL. They have just recently provided U-Verse service, but at the same speeds as DSL (1.5, 3 and 6Mbps). AT&T has not enforced any caps on their data. Not for UVerse, but they definitely have for DSL which also has a 150GB cap instead of the potential 250GB cap for UVerse. Just keep in mind that the link Mr. AT&T Employee sent you regarding wireless access is quite a bit more expensive. You're currently getting UVerse at $30/month with a 250GB limit. The wireless access is $375/month for 50GB limit! Funny how AT&T never mentions that when they try to push their wireless access.
