Try using Google....it really works! http://support.evanhe.com/2012/06/28/how-to-tether-galaxy-s3-as-a-wifi-hotspot/ If this doesn't work, you may have to refine the search to find the setting for the version you have.

I have a dual band router and have both 2.4 and 5.0 and can connect to either. Try Force Stopping the AT&T Smart Wi-Fi application and then go into All Apps, select it and then Disable the app. Go back and try to connect again.
