Hopefully, @ATTU-verseCare can get your billing issue straigthened out. One thing to clarify, though: The Video Service Franchise Fee has nothing to do with the purchase of Direct TV. It is a fee imposed by your state/municipality and passed along to customers with ANY TV service...in your case, it sounds like the is Uverse.

It certainly looks legitimate. Changing your passcode periodically is a good idea, regardless. Just log in to your AT&T account rather than clicking any links in an email and you should be fine.
