Thanks to Darknessrise for providing the answer in the reply above. My residential gateway did not support ipv6 (or if it did, that capability was previously turned off). I clicked the button to request ipv6 and let it sit for a couple of hours. Then I went back to the same URL above, ran the test again, and it reported that ipv6 was now enabled. ATT Uverse (or some service related to it) is blocking connections to - medicare.gov and also - cms.gov ... in Southwest Connecticut.

Some further info: When I open a browser (in this case, Safari running under Mac OS 10.8.5) and type in medicare.gov, and then hit the enter key.... ...the browser just "hangs", doesn't even seen to indicate that the medicare.gov site has received my request for it to send its home page.
