Download the ipsw file from Apple: http://appldnld.apple.com/iOS5.1.1/041-4293.20120427.3DRyb/iPhone3,1_5.1.1_9B206_Restore.ipsw After a backup, click Alt Restore in itunes. Find the file you downloaded. This will restore to 5.1.1. But you have to do it soon. Since ios6 is out, there is only a limted time you can get on 5.1.1 before the digital signing peroid ends.

Depending on which phone you have, you can download the .ipsw and restore. You can probably still do it quickly as the 5.1.1 firmware might still be signed digitally. So google search for iphone 4s 5.1.1 gsm for example. Download the ipsw. In itunes after you back everything up to icloud or your local machine, hit alt and the restore button. It should pop up a dialog to s...

It also seems to depend on your household spend with ATT. Multiple cell accounts or large family plan+ ATT Uverse subscriber= manager likely to say OK. One person with a $50 total monthly ATT bill is likely to get shot down.
