As of 6/12/15, it is unlawful for AT&T to block tethering. I never used tethering with AT&T (even though I was wrongfully accused of it), but if anyone is being blocked from doing it now, they should file a complaint with the FCC.

That is how ALL prepaid plans in the US work. Phone companies have a limited amount of phone numbers allocated to them, and I don't know of any plans available to the general public where they will just hold your number forever for free. There may be special options for senior citizens or other groups.

If it's any consolation, since I switched to T-Mobile, I can never get LTE in some parts of Tualatin, although I do get HSPA.

If you are talking about iOS, the data usage is since the last time you reset statistics. Since that is apparently never, you are probably looking at lifetime data usage for your device.

Actually, it does have an FM radio. There is just no official way to enable it. http://forums.macrumors.com/showthread.php?t=1868921

I think it's sad that one good rep out of a zillion is what passes for "great customer service" at AT&T. Also, how come the last name doesn't get censored for positive comments?

All Pay As You Go plans from all carriers in the US work this way. No one will just keep your account open indefinitely for free. I'm sure this is explained in the terms and conditions.

To get it on Edge, he would have to switch to ...

There is no "recall" for you breaking the screen. I have never heard of Apple Stores subcontracting repair work, although I guess it's possible. Even if Apple did subcontract to other firms, the deal between Apple and the other firms would have no bearing on the policy Apple has with you.

kbps (kilobits per second) is not an amount of data usage - it is a speed of data usage. Asking "What is my data usage in kpbs?" is the same as asking "How far did I go if I'm driving 50 mph?" Now, if you want to convert kilobits to gigabytes, all you have to do is divide by 8388608 (8 kilobits per kilobyte * 1024 kilobytes per megabyte * 1024 megabytes per gigabyte = 838...
