AT&T Fiber Installation

AT&T installed fiber cable in my backyard at my house in the Woodlands, Texas, 77382. They did not cover the dug up trench correctly and now it has caused a sinkhole.

Is there a reason when this line is buried, they can remove the wood from this expansion joint and run the line underneath?
