change family plan holder

Because of some reason, our family plan (started from August 2011) needs to change our family plan holder (the original holder will leave the plan). I know this could be solved by transfer of billing responsibility. But how I stil have some questions.

1. As our account has several late payment during the past year, if we ask one of our current member to work as a family plan holder (all of us work with $500 deposit and no credit history), do we need to hand in new deposit?

2. If we change holder, will all the record about the previous holder be cleared (such as the record of late payment of the account)? Will we need to start a new account?

Please help me with these questions, thank you!

1. Depending on credit history, a deposit may be required. If no credit history or poor credit history, a deposit will be required.
2. by changing account holder, it should start a new account and previous payment history becomes irrelevant.
