Suspending Service to lost device
Wife lost phone on an out-of-state trip so I suspended service to that device. How does that work? Does ATT deactivate/turn off her phone?
Can it still be used if found? Will contacts/texts be accessible to the person that finds it?

ATT deactivates the cell service. Anyone who finds the phone still has access to whatever is on the phone if there is no password or they are able to get past the password. Yes, the phone can be used again if found.

I wouldn't change your number. The person isn't going to have access to use the phone with your number. Yes, they can use it with a new SIM card (unless reported stolen and also blocked from the network), but it would be with a different number.
Depending on the info on the phone, the most info the person might get is enough into to annoy your friends. If you keep sensitive infor in notes or other apps that is accessible without a passcode, then you may have more personal info leaked.

iPhone can be locked with iCloud.
Android can be locked with android device manager.
Lockimg the devices keeps others from accessing your phone and data.

Best solution then for protection? New phone AND change number? Notifying your contacts that phone has been lost also?

If it's an iPhone and you've set up iCloud, you can remote wipe it.
I'm sure some other brands have similar features...

Phone was lost on or around Nov 19, 2017. I got a new phone for Christmas. I want to discontinue ANY service for the old phone, and cancel the automatic payment on that phone, which was made on Jan 14, 2018 in the amount $83.51.
