Restocking fees

AT&T service reps screwed up an attempt to add phones to my account by sending me the wrong phone twice and are wanting to charge me a restocking fee because I said forget it. This is after realizing that they were creating new accounts rather than adding to my existing account, also after telling me I could switch the phones at a wireless store for free. Restocking fee required at the wireless store.
