Well, you can't split it in half permanently but you might be able to schedule a payment arrangement for the rest of it. Go to MyAT&T, click "Billing and Payments," and either click "Make a payment arrangement" or schedule a future-dated payment for the rest of it. If not, then you have to pay it.
