Have you always received these notifications or did they just recently start? Is it a 10-digit phone number or a short code? If it’s an AT&T payment reminder you can find out how to disable this feature in your account and in this AT&T video.
If it is a short code, You can text back “STOP” to disable it and dis-enroll from this service. You also mentioned it may be a scam, if this is the case, please don’t click anything, and don’t provide any information.
Your line is secure; however, anyone with access to a directory is able to get any number.
