Data Usage
How can I be charged for data usage when every phone on my plan is linked to a home network and not using any data?!?!?!

You are incorrectly assuming that data is used at the moment posted on your account. It is NOT. Data is often batch posted, usually 3 hours to 3 days after actual usage.
I use the check book analogy. Checks are written, but may not clear till overnight, or even days later.
You have a "digital check register". Your phone is an independant meter of data use, and is ahead of ATT of course. iPhones have to be reset with the bill cycle, android phones reset themselves.
At the end of the month, your phones and ATT should have very close to the same amount of data.
Look in settings, data usage/cellular data. Scroll down to see which apps used your data.
