Collection removed and added again since June 2016

Was never contacted by anyone but found a"collection" from II ATT Mobility in June last year.  Requested information and it was removed only to be added again.  Again removed in December but then added again in February 2017, supposedly checked by TransUnion  (***) but remains this time.  I did manage to find out it is not in my name, but again if I hadn't checked my credit I would never have known since I was never contacted by ATT.

With a collection on your credit report, contact information should be available to view on the report regarding this charge. You can reach our Collections department at 1.800.947.5096. They will be able to provide any information regarding this charge.

I'm going to mark it as solution because it eventually led to someone who made promises and I'm hopeful it will lead to the solution.  First number, collections, led to Kim who understood and sent me to Ronnie who decided I really needed the fraud division who started the whole conversation with not being able to help unless I gave her my non-existent account or phone number.  But once we got past that I did get an investigation number and a promise of something in the mail within a month, so we will see.
