Can I terminate a line on a family plan if there is an unpaid balance on the account?

The contract of the line I want to close ends soon so I'm not worried about early termination fees but can I close the line if there is an unpaid balance on the account?

Yes, you may still terminate the line. However, you will need to pay the unpaid balance+ ETF+ new monthly reoccuring charges.
