Just about every carrier has this fee, T-Mobile being the exception, however they make up for that by charging a $1.61 Federal a universal fee.

Att charges it but splits it up so theres is a 1.54
Administrative Fee $0.61
Federal Universal Service Charge $0.84
Regulatory Cost Recovery Charge $0.70
Total Surcharges & Fees $2.15
