Yes but you are probably better off completing your contract especially if you have phones that can be used on ATT. The switcher program requires you to trade in your phone and buy a new one from ATT. The details of the program are here: https://yaengage.att.com/#/home/splash. Read them very carefully. You only get credits if you comply with all requirements.

To be accurate, no.
ATT (or any other carrier) will not pay your bills. Att will give you a trade in value on your old phone, then you submit your final bill if you owe more than the trade in on the phone.
Its only a reimbursement on the ETF or device payments. It doesn't pay taxes, fees or service.
I also agree that it's cheaper to keep your phone, since you still have to pay full price for a new one.
If your Verizon phone is broken, or not the one on your bill, you get nothing. Please read carefully and ask questions if you need to.
