how can I look up an account?

I do not have an account with AT&T nor have I ever. I recently have had 3 transactions place onto my debit card though this service. In the description on my debit statement there were multiple lines of number, one of which I believe to be an account number to whomever used my card information. How do I find out whose account this is? And can the charges be reversed? I have already spoken to my bank to have my account frozen. I would like this person to be held responsible for taking my childs Christmas present money.
