i have 2 phones on my account. one is eligible for upgrade but i dont want to since the person doesnt need it. is it possible to cancel it for no charge or what?

You need to make sure that the contract for that line has ended. That date can be different than just being eligible for an upgrade. Once your contract is up, you can cancel anytime after that date.
