Can I transfer a wireless number from one contract account to another account after the 2 year contract has ended on the one it was on to begin with?

Yes, you need to do a transfer of billing responsibility. Whomever owns the current account will transfer responsibility for the line to the person who owns the second account.
If possible, the easiest way to do that is for both account owners to go to an AT&T store together.
