The agent I've been speaking to states they cannot read prior chats, is that true?

Welcome to the Community Forums!
Currently, agents are unable to read past chats, unless it was a chat transfer. You do have the option to save the chat transcript and email it to yourself for your records. You can do this by choose the transcript option in the top corner of your chat window.
