I have the same issue.  Just called AT&T about this.  Long story short, the customer rep issued me a $25.00 credit towards my June bill and if I'm not mistaken, I'll receive a $25.00 credit every 6 months.  Also, when I told him I had no knowledge of this impending change, he informed me that it was announced in April's billing statement, under 'News you can use' on the last page of the statement.  Hope this helps.  Here is the actual announcement:

"Notice of changes to your current rate plan
Starting with your May 2019 bill, your current Unlimited Choice plan charge
will increase $10/month. In addition, your data speed is no longer limited
to a max 3 Mbps; however, for all data usage AT&T may temporarily slow
data speeds during times of network congestion. Videos will continue
to stream in SD (max 1.5 Mbps). Ability to stream, video resolution, and
other data usage (including speed) are not guaranteed, may vary, and
may be affected by a variety of other factors. You can choose to keep
this plan, move to another available plan, or cancel service. Go to att.com/
unlimitedchoiceupdate for more information about this change. Go to
att.com/myatt anytime to learn more about your plan and other available
plans."
