If you do get this message... and the phone eventually is back in service... will the person be able to see the calls that came through while this message was on
Thank you for reaching out on the Community Forums. I had this recently happen to me with my daughters phone, so I know how worrisome it is. I would be happy to help.
The possible reasons you would get this error when calling someone is that their:
Account is not in an active status
Incoming calls are blocked via a service or device feature
Number is in process of being ported to another carrier
Phone is off and voicemail is not set up, or they are out of range
With my daughter it was because her voicemail was not setup and her phone was off. In all these cases they will not have missed calls in their notifications. Please contact the person through an alternative means and make sure they haven't accidently blocked you.

What I learned at the ATT store today is that if your phone is set-up to not accept calls while you are driving it simply tells the caller you are unavailable. It does not make a record of the incoming call and it does not go to voicemail. If your have a bluetooth device connected you are allowed to take the call. I had the feature turned off on my phone.
STUPID!!!! Why would it not go to voicemail or at least make a record of the incoming call?
