I want to understand whether there is a FEE for changing plans mid-cycle.
We had Unlimited PLUS and changed to Unlimited CHOICE. We changed mid-cycle asking the agent first if it would cost us anything or if we should wait until the new cycle. She said it would not cost anything to change mid-cycle, just that the bill would be prorated. But we got our bill, and there appears to be a charge for changing the plan. Can anyone explain? It's very confusing. Thanks.

There is not a fee. It is prorated.
Let's say your cycle is the 15th through the 14th.
On January 15, you were billed for Plus for 1/15 through 2/14. If you changed on February 1, the billing needs to be correct on the February 15 bill.
You will receive a credit for Plus from 2/1 through 2/14. You will be billed for Choice for 2/15 through 3/14. You will also be billed for Choice during the partial month after the change, 2/1 through 2/14. That might appear to be an "extra" charge.
If you want to upload images of your bill (remove personal info, of course), we can double check that.

Correct and very well explained by @MicCheck. If you changed to the cheaper plan, your plan charge should be less. The difference in cost is $30.

Thank you! That makes perfect sense. That is actually how I expected it to be. The problem is that AT&T agents (with exceptions) do not (all) understand this. So when i checked on it, I was told a few times (not just once) that it is better to wait until the new cycle to make a change, "to avoid the extra charge" associated with changing mid-cycle. They didn't understand what prorated meant and thought that there were additions to the bill. Most likely, what they meant is that there will appear to be an extra charge on the next bill, but they do not understand that it all breaks even. Too bad AT&T can't improve on that or figure out a way to make it easier for their agents to understand. ... Thank you for your explanation.

Be sure to check out the new Enhanced Choice plan that came out today. It's likely faster for you unless you live in a really congested area. http://att.com/unlimited
