The phone itself cannot block that number and you need SmartLimits to do
Alternately, you could change your phone number for $36

I know this string is already resolved but it struck my interest to see what settings I have on the Dell Streak. I've found the setting in the Contacts edit mode where i can check "Send cals diretly to voicemail".
The drawback would require my saving the number to in my Contacts 'and' the unwanted caller would also hear whatever voicemail intro I have on my account.

All Android devices have that feature. Android phones also have apps on the market for blacklisting and whitelisting numbers
