Change family plan after contract end resetting phone upgrade?

My existing family plan is no longer under contract. All 4 of the lines are currently eligible for upgrades but I only want to change the plan from 1400 minutes to the 700 minute plan at this time. If I make that plan change will be existing 4 phones still be eligible for upgrades? If not then should I upgrade the phones and the make the plan change at the same time?

upgrade dates should not change, you will lose all your roll over minutes down to 700, so if you have 5000 before change you have 700 after change
