Okay can i pay for the tax of $52 of adding a new device with my savings account i used in paying for my at&t bills?

Possibly, maybe on-line. Maybe by check check in a store, but I'm not sure of the policy on that.
How are you paying for the rest of the device?

i actually want to add a new device and pay on installments with my bank account i linked with my at&t account. so i want to know if that's possible.

@Zhao17 Are you prepaid (GoPhone) or postpaid?
If you're buying it through your bank you won't have to pre-pay tax, but you can only do that with postpaid (you can't do AT&T Next installments with PREpaid).
