International calling
if somebody from Italy calls me from a landline or cell phone to my cell phone ... Who gets charged?

As long as your cell phone is in the usa, that's a normal call for you. Uses normal minutes if you don't have unlimited talk.
If you call them, that's when you get charged.

The one that will get charged will should be the one who made the call. Unless if you're outside the country.
