Almost sounds as if you using airplane mode to turn off cellular data? That shuts the entire phone off, you turn off cellular data via the settings - cellular area

How are you shutting off data?

Settings>Airplane mode>off?   or

Settings>Cellular>Cellular data>off?

You want to be using the second option.
