I have the $60 monthly smartphone plan and I had the $60 in my account to refill my account. Instead I wake up this morning to being charged $2.99 for an sms message I never got!! My account should have refilled automatically when the last month expired. I feel I have been screwed and stolen from.How can i get that refunded so I can use my phone? Is it impossible or can it be done?

Depending on what the exact charge was for, if you call customer service, they might -- key word "might" --be able to give you a refund/credit. Just dial 611 from your phone and keep repeating "customer service" at every automated voice prompt.
