exactly what pin is it asking for. if its asking for the PUK code you can get that from tech support. if you enterted the wrong unlock code for the lock screen the only way to remove it is to reset the phone. the device tutorials on att.com will help you do that.

I tried already initialization of the device, but the network lock has not been released.
It is displayed as shown below.
Enter the code(*#*#7378423#*#*) -> Service Info -> SIM lock

 Network subset 0
 Service provider 0
 Corporate 0

The way I understand it, once a phone becomes hard locked, it's permanent. There is no way to unlock it.
