Two numbers, three phones

I have two wireless numbers (tied together on a family plan). 

My primary number just got a smartphone (phone A) as an upgrade from an older nonsmart phone (phone B).

My secondary number currently uses an ancient flip phone (phone C).

 

IS IT POSSIBLE to swap the secondary number to Phone B from Phone C WITHOUT a fee/charge?

Yes, Just move the SIM card from phone C to phone B. As long as both are non-smartphones, no fees or charges.
