Yes, only one can be active at one time, but the possibility of having two SIM cards for the same number has existed in Europe for a number of years. For example: http://support.en.belgacom.be/app/answers/detail/a
The hack is unlikely to affect any AT&T customers unless they're holding on to their SIM cards from the 90s. AFAIK AT&T uses at least 3DES (instead of the hacked single DES) encryption in their cards.

I do have my old SIMs, but can't use in current smartphone. Keep old
phone as backup between purchases, or in case of emergency.
