Where are you having issues, at home or in other areas too? Do you know by any chance if other customers are experiencing any problems? In most cases it's not a network outage but a cell phone/SIM card issue. I'm not seeing any outages in your area. Is there a corporate AT&T store that you can stop by for troubleshooting and the new SIM card?

Michael-I know Dmitry the Community Manager is saying it is a SIM card issue. Believe me, it isn't at all. I've had my sim card replaced twice at an AT&T store, and phone reset twice, and am having the same problems and outages as I did before. It is the network, but they don't want to admit it. I'm having the same issues here in Cincinnati, Ohio. My voicemail doesn't work right, the signal has become poor where I live, text messages don't always come through, and many times my phone won't ring. But yet, I'm told there is never a tower problem in my area! ha!
