Doesn't AT&T have partner agreements?

Last September what traveling through Nebraska on I-80 and in Eastern New Mexico on I-40, I found myself in a no-man's land as far as AT&T service areas. I thought AT&T had some sort of  agreements with "partners" so there would be (roaming?) coverage in areas like where I just traveled through. Or am I just plain out of luck when traveling those routes with my Samsung A667 Evergreen cell phone?

There are areas of no service when you get into certain areas as there are NO cell phone towers at all.

AT&T, and all cell providers, do not guarantee coverage 100%. Look at the coverage maps and you will see that in some areas, there are spots without cell service.
