charged for overseas call even though no answer

I use my Gophone pay per use plan to call overseas, the distang ends ring but no answer. yet I was charged 99cents for the call. The account history shows a call was made for 38sec. How can I contest this?

You're using airtime to make the call and voice usage is deducted in full-minute increments with partial minutes rounded up to the next full minute at the end of each call.

What pay-per-use plan are you currently using? The $0.10-a-minute rate plan?

If so, international long distance calls cost extra, I'm fairly certain.

but the called number didn't pick up and answer my call so why should I be paying for just ringing the phone? this is daylight robbery!
