Try turning off the 3g on your phone and see how that works.
Albuquerque should have great coverage!

Short answer, Never.
AT&T doesn't own any spectrum in the 850Mhz range. It is all owned by Verizon and I don't see them releasing any spectrum to AT&T thus they are using only 1900Mhz spectrum. Indoor coverage can be lackluster using this frequency though.

California is a completely different build.
1. There's a LOT more customers
2. There's typically more spectrum (850 + 1900)
3. There's typically higher cell density (due to item #1)
When I went throught NM (Albuqueque to Santa Fe to Taos), AT&T's coverage wasn't the best (quite a while ago) in the state, but decent in Albuquerque, but almost unusable in Santa Fe.
