Is there any way to use a PC Card on a Desktop and a Laptop at the Same time, so that both computers are accessing the internet?  Or do you have to buy two separate cards?

Besides the router, if you know how to configure Internet Connection Sharing on your Windows PC.  You can Google the subject.  It would be the similar for DSL/cable modem as it would be for a cellular card.
 
Because of the new 5GB soft cap, you'll want to be careful to not use to much data, since you'll have two computers (or more) connected simultaneously.
