Sim transfer

I have an old iPhone 3g that I just upgraded to a 3Gs.  My brother is not using an iPhone currently, and his phone is covered under a different plan. My question is can I put his sim card into my old phone and have it work like any normal phone or will I be billed for his usage because he is using my phone?

Accounts are tied to the SIM card... or rather the other way around.

If he puts his SIM card into your iPhone, all usage will be charged to his account.  Be aware that he must have a data plan to use a smart phone on AT&T.  If he does not have one, AT&T will add one.
