Replacing iPhone to Android will lose unlimited data?

I was talking with my coworker and we were talking about at&t's data plans. He was telling me how he retained his unlimited data plan when he upgraded his iPhone to an Android. My mother is in a similar situation. She got the iPhone 3G back in 2008 and upgraded to an Android phone in 2010 but for some reason has the 2 GB for $25 plan. Was she supposed to retain the unlimited data plan?

She was but it is too late now.  Had she noticed that day, they would have fixed it.
