Password Policy

This morning my LG Incite popped up with a message that due to new policies I would have to set a password on the phone.  I've never used a password before, and I don't really want to now, but it wouldn't let me past the screen without setting it.  There's a checkbox for "Prompt if device unused for", but it is ghosted, and the maximum idle time allowed is 15 minutes.

Is this a new AT&T policy?  I can't find an announcement about it anywhere.  Or is this something my phone decided to adopt on its own?  Either way, it sucks.

Never mind.  I think it's being caused by my Exchange server.
