First, if you can return you're Incite do so. It's seriously not a good phone. Period.
Second, if you can't return it take it to the warranty center near you or call 1-800-331-0500 and have them direct you to the warranty people over the phone. Get it replaced.

I had this same problem but I resolved it by removing the battery and SIM from the phone, and then re-inserting the battery back without the SIM. When I plug it back into the AC charger it started charging. I don't know if this will help anyone else, but give it a try and then post your result here.

I know this thread is kind of old, but I had the same problem and found a solution so I am hoping that if anyone has this problem with an LG Incite, that they might find this helpful.
My Incite would not power on, and would not respond to an AC charger or the USB Data cable. The solution that I found was that for some reason the battery was not properly making contact with the phone. I took off the back cover and pushed the battery up, towards the contacts, and then tried powering the phone on (while I was still holding the battery) the phone powered on immediately. I really don't know if it is what you're "supposed" to do but I stuck a small piece of cotton between the bottom of the battery and where it sits in the phone, to hold a tight fit.
Hope that this helps with anyone else who has this problem...and several people have said that the LG Incite is a terrible phone, and I have never had any major problems with it at all. Hope this helps.
