Usually to activate the phone you have to connect it to a computer running iTunes. This is also how the updated operating system software gets downloaded and installed.

To ask the obvious, if the phone is telling your to connect to iTunes, have you tried connecting to a computer that has iTunes on it? If so, what happens? If not, you probably need to connect it like it says.
Also, more info might be helpful. Is it a new phone that you bought from AT&T, or one you got off eBay? Does it have a SIM card? Locked or Unlocked? Which iPhone model do you have? Are you trying to use it on AT&T or some other network?
It sounds like it's either a new phone or an old one that has been cleared by the previous owner and needs to be set up as a new phone. In either case, I think it needs to be connected to iTunes to perform the initial setup process.
